Become an OSVDPA-Accredited Training Provider

On this page you will find information detailing the process through which the OSVDPA accredits training providers and the general responsibilities of an OSVDPA-Accredited Training Provider. More detailed descriptions of the this process and the aforementioned responsibilities can be found in Sections 7 and 8 of OSVDPA MPP-1-CV, the OSVDPA Manual of Policies and Procedures (Current Version). Additionally, a list of all fees associated with the Accreditation process can be found in OSVDPA FS-1-CV, the OSVDPA Fee Schedule (Current Version).

What is a Training Provider?

An Training Provider is an entity offering, or seeking to offer, training to the maritime community via classroom, simulator, or the production of computer-based learning programs.

What Does the Accreditation Process Entail?

The OSVDPA accreditation process is a six (6) step process intended to ensure the Training Provider meets the standards set by the OSVDPA. A complete list of such standards can be found in Section 8 of OSVDPA MPP-1-CV.

Specifically, the process consists of:

  • Training Provider's completion of the Request for Accreditation,
  • Submission of the Request for Accreditation
  • OSVDPA review of the Request for Accreditation and scheduling of site visit,
  • Site visit,
  • OSVDPA Findings Report, and
  • Payment and issuing of accreditation.

Completion of the Request for Accreditation:

In order to begin the accreditation process, the Training Provider must first submit a completed copy of Form RFA-1-CV, the Request for Accreditation Checklist (Current Version). This form lists approximately 15 forms (depending upon the complexity of the Training Provider's request) that must be completed in order to apply for accreditation.

Submission of the Request for Accreditation:

Once completed, a copy of RFA-1-CV must be submitted to the OSVDPA for review. The Training Provider must also submit payment for Fee RFA-1, the Accreditation Fee, which is detailed within OSVDPA FS-1-CV, the OSVDPA Fee Schedule (Current Version). The OSVDPA will not begin reviewing the submitted RFA until payment has been received and cleared.

OSVDPA Review of the Request for Accreditation:

Upon receipt of the RFA and the application fee is processed, the OSVDPA begins its review of the submitted materials. After an initial review to confirm that the information received is sufficient and there are no glaring deficiencies. If approved, the OSVDPA will then contact the Training Provider to schedule a site visit of their facilities. If additional information is required or if the OSVDPA find significant deficiencies in the Training Provider's RFA that prevent accreditation, the OSVDPA will contact the Training Provider and discuss what must be addressed before continuing with the accreditation process.

If the RFA hs been approved, the OSVDPA will then ask the Training Provider to schedule provisional courses so the OSVDPA can review the Training Provider's instructors. Once Prospective DPOs have signed up for these course, a date for the a physical audit of the Training Provider's location(s) will be scheduled.

Once the site visit has been scheduled, the OSVDPA will conduct an in-depth review of the Training Provider's RFA and ensure all facets of the Training Provider's operation, program, and equipment meet the requirements set forth by the OSVDPA.

Site Visits:

The purpose of a site visit is to verify that the instructors, simulators, classrooms, manuals and records, and management systems conform with the information provided in the RFA. Site visits will be conducted by an OSVDPA-Approved Auditor, and typically take no more than two (2) days to complete. During the site visit, the Auditor will review and verify everything from the actual documents included in the Training Provider's RFA to how the instructors conduct the courses and assessments and everything in between. 

In the event that a Training Provider has multiple locations at which they are seeking to conduct OSVDPA Certification Course, the scheduling of additional site visit days will be required.

Findings Report:

Within 30 days of the conclusion of the site visit, the OSVDPA will issue its findings report. The report will issue one (1) of three (3) decisions based upon the policies and procedures listed in OSVDPA MPP-1-CV. The decisions are as follows:

  • Not Accredited. This finding will be issued if a sufficient number of deficiencies are found during the OSVDPA's review of the RFA and/or during the site visit,
  • Conditional Accreditation. This finding will be issued if the review of the RFA and/or site visit finds items that need to be addressed but are of insufficient number or severity to delay accreditation, and
  • Eligible of Accreditation. This finding will be issued when a Training Provider is found to have met all of the OSVDPA's requirements.

Payment and Issuing of Accreditation:

Once the OSVDPA has received and processed the required fees found in FS-1-CV, we will send a Certificate of Accreditation to the Training Provider. Upon receipt of the Certificate of Accreditation, the Training Provider may officially begin conducting courses and assessments under the policies and procedures of the OSVDPA

The Training Provider's Certificate of Accreditation is valid for five (5) years from the date on which is was issued. Details on the Reaccreditation process can be found in section 9 of OSVDPA MPP-1-CV.
