Beginning the OSVDPA Certification Scheme:

Congratulations on your goal to become an certified dynamic positioning operator (DPO). We are extremely excited that you have chosen to begin this new milestone in your life and career with the OSVDPA, and we look forward to working with you along the way. The purpose of this page is to help someone like yourself navigate the process of enrolling in the OSVDPA Certification Scheme and answer any questions you might have about the process. We are here to help you and want to make this new journey in your life as efficient  and stress-free as possible, so please do not hesitate to reach out to us if you have any questions.

Who Can Enter the OSVDPA Certification Scheme?

Below you will find a summary of the entry requirements established by the OSVDPA  for Prospective DPOs. More detailed information can be in OSVDPA MPP-1-CV, the OSVDPA Manual of Policies and Procedures (Current Version).

The OSVDPA allows entry to individuals who qualify under at least one of the following requirements:

  • Holds an STCW credential as officer in charge of a navigational watch (II/1, or II/2, or II/3),
  • Holds a non-STCW certificate of competency issued by the United States Coast Guard or an equivalent certificate issued by another White List Maritime Administration as listed in the STCW Convention,
  • Holds an STCW credential as Rating Forming Part of the Navigation Watch (II/4 or II/5),
  • Is an Able Bodied Seaman serving on a 200 GRT Near Coastal vessel having a certificate of completion from a United States Coast Guard-approved Ratings Course, or
  • Is a Cadet enrolled in a qualified Maritime Academy (see Section 16.4.4 of OSVDPA MPP-1-CV).

If the individual meets one of the above-mentioned requirements, he or she is then able to begin the application process to enter the OSVDPA Certification Scheme. Mariners must complete and submit to the OSVDPA a copy of Form AE-1-CV, the Application for Entry (Current Version) and also attach any documents requested in this form. Once the form has been approved by the OSVDPA and the individual has paid Fee DPO-4, the Prospective DPO Application Fee as listed in OSVDPA FS-1-CV, the OSVDPA Fee Schedule (Current Version), the Prospective DPO will be provided a signed and numbered entry form.

What Next?

Upon receipt of the signed and numbered entry form mentioned above, the Prospective DPO can take this form to any OSVDPA Accredited Training Provider [create page of accredited training providers and link] and enroll in the Phase 1 (Induction) Course, a description of which can be found on the "About Our Scheme" page of this site. When you enroll with an OSVDPA Accredited Training Provider, you will also be given a copy of OSVDPA LB-1-CV, the OSVDPA In-Scheme Logbook (Current Version) for the purpose of recording your training and certification activities and then you are ready to begin the course!
